Noise is not going to hurt defense.
I hate the idea as they sound really dumb. but so does the bells that is played on third down at EVERY STADIUM lol. its getting ridiculous. Especially when the home team is up 42-0 and it is 3erd and 20 in the forth quarter.

The Big Ten has specific policies that do not allow irritants or noisemakers, so vuvuzelas would not be allowed. Below is the specific language from our football game management manual.
