The 1990 picture is slightly wider, so it's possible that the building is still there and just out of frame or hidden behind taller buildings now.

While I too am baffled by this, I know its a much more delicate situation. When the Freedom Tower is finally built, its a fact that a subset of people are going to be upset one way or another.

Impressive but leaves out the smog that Shanghai contributes to the atmosphere.
