How did Randy Orton (who is on RAW) get the #1 contender slot and title match against Jack Swagger (Smackdown) at Extreme Rules?

Because he has beaten Swagger 2 times since Mania. Would assume that Jericho and Edge will have their own match then at Extreme Rules
