The guy most definitely misspoke, and he will most likely have his words used against him in the next election!
Now, a confession on my part. After watching the video, I thought the guy asking the question that spurred Hare's response was being an ass and that his question was a non issue because I knew there were several federal mandates that weren't in the Constitution. So I decided to Google a list of federal mandates so i can have a complete list of those mandates to ask, "Where in the Constitution does it give the federal government to [insert federal mandate here]" and what I found...to say the least, surprised and scared me. Surprised me because for the most part I agree with it, scared me because I agree with it and that it sorta pushes my views a little further to the right!
