I dont think it will help him much to sit behind Hoyer.
You know how many snaps a NFL backup QB gets in practice?
Almost as many as you or I get.
Up the backups reps in practice? Ok, but then the starter suffers and will have less reps to get ready.
Plus...NFL in season practices are pretty much no contact run throughs not coming near the speed of the games. They get I think 16 contact days once the season starts.
He wont learn the speed of the game until he gets to play. It is not like the Browns have an experienced good QB to show him the ropes. Sit JM for a year and he will still have to go through an acclimation period next season.
He may not start the season, but they would be best serve to get him alot of playing time and if he can earn it, the starters spot by mid season. You know the first INT Hoyer throws, or the first loss, everyone will be calling for him.
JM is their franchise QB.
