I have watched some video and read some breakdowns of his game. He definitely does not have the offensive polish of Kanter or Motiejunas do at this point in their career. I'm not 100% sure that he really ever will catch up to either of those guys offensively. Right now a majority of his buckets come from pick and roll and offensive rebounds. He hasn't displayed any midrange game, but shot over 80% from the free throw line. He currently is playing in the highest division in Europe and putting up some decent #'s for a 19 year old. His per 40 #'s translate to 22 points/13 boards/1.5 blocks. He is 6'11" w/ anywhere from a 7'4 to 7'6 wingspan, depending on the scouting service you read. Like most young euro bigs he needs to add bulk, but one of his best attributes is he plays with high energy and is a willing defender, both defending the rim and on pick-and-rolls. Most have him and Kanter ranked as the #1 and #2 bigs out of Europe.
I wouldn't be upset w/ Valanciunas or Kanter at #4, assuming Williams is already off the board.
