On a second penalty, I have seen one of two responses. The first one is just to give a point, and the second one is to tie the score. I see the first method done the most, but I believe the second is the appropriate one. Feedback please.

Doesn't make sense.

But first penalty called is a point, second one is a point, third is two points, fourth is DQ. Has nothing to do with the score of the match.

Ok let me clarify that. This is a USA sanctioned event so the third penalty is a DQ. The second penalty for I have seen done both ways in USA sanctioned meets. I've been to tournaments that tie the scores on the second penalty, and some that issue a point. I've read the entire FILA regs with USA modifications but it keeps referring me to some mysterious penalty chart that I'm unable to find. We're having to travel over Christmas so we're entering tournaments in several states. I'm just trying to determine state differences before we leave. I hope that is clearer.

Folkstyle high school rules is as I stated. What rules are you going by or asking about?

Folkstyle and youth. The tournaments we're going to are all USA sanctioned so they use most of the rules listed on the usa website. However, most of their penalty info is very vague and keeps stating that it's explained more completely in a penalty chart. However, I cannot find this mystery chart anywhere. We're possibly going to tournaments in Michigan, Ohio, and Nebraska over the holidays. Nebraska for sure. Also for sure that it's a USA sanctioned event. I've checked their flyer and webpage for a set of rules and no one answers their phone number listed.

I've never seen a folkstyle match where it wasn't first penalty called is a point, second one is a point, third is two points, fourth is DQ.

But maybe things have changed a bit at the youth level since I was wrestling. Which is pretty likely.

None of this makes any sense, especially since USA wrestling follows NFHS rules when it comes to Folkstyle wrestling. And as stated, it's first violations = 1 pt. Second violation = 1 pt. Third Violation = 2 pts. and fourth violation = DQ.

I'm glad you want to know the rules, but in 11 years of wrestling my youngest has only had one time where he was close to giving up the 3rd penalty point, and that was a ref that had no clue how to call stalling.
