If someone is not able to carry a pregnancy to full term, does that count? Unclear.

Does that mean if someone is in the 1st trimester, and the doctor says they cannot carry to full term, they can perform the procedure?
There also needs to be a different doctor to verify the fact, which may seem hard to come by depending on the time and circumstances.
