While I agree that it should happen....I have doubts that it will happen.
I'm guessing the IG is going to find there was sufficient probable cause, maybe some overreaches but nothing that will support the appointment of a special prosecutor.
I think Comey did tell Trump he was not a target. He put himself in the crosshairs of obstruction when he removed Comey.
Otherwise, it was known Russians were interfering in the election. And someone definitely hacked Hillary's and DNC servers. Then you Carter Page, Manafort and Gates all connected to the campaign, all had connections to Russia, and all had open or former investigations against them. Page was on a sort of "watchlist" as being actively recruited by Russia, going back to like 2014.
Then you have Pappadapolous popping off about knowing Russia had the emails, and that kind of ties everything together. Perhaps all still too circumstantial to investigate the campaign of Presidential candidate - mind you, none of the above investigations were active (I don't think) and none of them had been indicted or questioned.
The Dossier certainly shouldn't take this from insufficient to sufficient, but it does appear it may have. Note, I read Comey's testimony (or was it Rosenstein?) with respect to the FISA warrant that they didn't need the dossier for the FISA warrant, but would not have pursued one without it. In other words, in order to attempt to collaborate the dossier, they needed the FISA warrants on these individuals. Anyway, was an investigation of those 4, and not the Trump campaign, fully justifiable? Maybe. Certainly room to conclude that and put this all to rest.
It still seems awfully thin to take opposition research from a former MI6 operative, that relies heavily on Russian agents, along with an Australian diplomat[?] passing along something someone allegedly told him....to spy on a campaign. Sure, we rely on foreign intelligence all the time. But what is presumably mostly foreign sourced intel here, and uncorroborated....should that ever be enough to investigate a political opponent?
