Not nearly this many, and not nearly so soon. People usually last at least two years even in the most difficult positions, and most serve at least 1 term (4 years).

Reagan and Clinton went through a lot of 1st term turnover. Reagan himself had 3 national security advisers during his 1st term. But, the norm is usually people drop in 2 year increments. As the hours just suck, people get burned out fast. Maybe that is happening faster now, or there is too much heat on everyone, I don't know.
I would suggest that Trump's call to bring in the best and brightest is laughable now. He shot himself in the foot when he pretty much blacklisted all the Republican never Trumpers that wanted to serve.

the deep state jobs pay more. Working in the WH is a resume builder for Lobby groups and top secret stuff.
I do have to say that I am legit impressed with Trump if the reports that he called Sessions "Mr. Magoo" while giving him his daily berating are true. It both fits (really damn well) and is more creative than the usual "Keebler Elf" nicknaming that POS gets.

I give him credit. It was a central campaign theme and he's seeing it through. Steel dumping is a harmful practice and we should risk negative consequences to remedy it.

Speaking of "narratives" (a word you like), you should read up on "narrative fallacy". One aspect of it is using a simple explanation to explain something that is rather due to hundreds, thousands or millions of factors.
